Measuring progress towards 2030 In Sight

A monitoring framework has been developed to track progress on 2030 In Sight. Monitoring frameworks are important tools for assessing the implementation and impact of public health strategies. They allow countries and organisations to evaluate progress, identify gaps, and make data-driven decisions about resource allocation. The framework aims to:

  • ELEVATE: Demonstrate, global, regional and national progress towards commitments that elevate eye health
  • INTEGRATE: Show progress in integrating eye health within wider systems
  • ACTIVATE: Highlight activations that increase demand for eye health

Understanding the progress of the 2030 In Sight Strategy requires more than just a list of indicators. The measurement framework is a dynamic and comprehensive tool designed to measure the complex journey towards eliminating blindness and visual impairment.

Indicators 

  1. ELEVATE: Number of Commitments that contribute towards achieving the 2030 IN SIGHT strategy.
    • Commitments are collected via the IAPB Commitment Tracker, a purpose built tool for entering the details of commitments.
    • IAPB members and the eye care network can enter commitments at any time.
    • All commitments are verified by the IAPB Secretariat.
    • Data will be included on the Vision Atlas in mid 2025
  1. INTEGRATE: Progress in integrating eye health within wider systems.
    • A composite progress score is allocated for systems integration based on six questions from WHO instruments.
    • Data is collected via a key informant interviews people at a national level, conducted in conjunction with the IAPB Secretariat.
    • Efforts will be made to update the data every 2-3 years.
  1. ACTIVATE: Number of activations increasing demand for eye health.
    • Analytics from Love Your Eyes campaigns and case studies are used to monitor progress on activate.
    • Data are collected by IAPB and reported annually.

To enrich the data from the core indicators, the framework includes implementation mapping, case studies, and data stories from IAPB members. These resources demonstrate and illustrate the progress made across the strategy.

How will this information be used?  

The data collected will demonstrate global progress toward the goals of 2030 In Sight. This information will be included in new Country Pages on the Vision Atlas from May 2025. In the meantime, updates will be shared through semi-regular reports.
